OpenVZ templates should be downloaded to /var/lib/vz/template/cache/
A collection of these templates can be found here (official proxmox repo), or the openvz repository. Also see.
A new useful repo is here: http://vmtemplate.net/
Eg:
cd /var/lib/vz/template/cache/ && wget http://usa1.vmtemplate.net/templates/debian-7.0-amd64-minimal.tar.gz
